Currently, the reduced rate of VAT on \u201cenergy saving measure\u201d does not\ncover all retrofit elements and isn\u2019t straightforward to claim. <\/p>\n\n\n\n<p>The petition states that the removal of VAT would mean there\nis more of an incentive for all homeowners to carry out retrofit works to the\nwhole house that would reduce their energy consumption due to less energy being\nlost.<\/p>\n\n\n\n<p>In July 2013, The UK Green Building Council report titled \u201cRetrofit Incentives\u201d explored these issues in section 4.5 title \u201cReduced Rate of VAT for energy efficiency\u201d.
