The Government is set to publish a draft legislation to implement a new post-Grenfell system of building regulation by the end of May, and the legislation to be in place by 2021.<\/p>\n\n\n\n
A consultation\nis expected to start by the end of May, but no later than the 2nd<\/sup>\nanniversary of the Grenfell Tower fire on 14th<\/sup> June. The\nconsultation will last around eight weeks.<\/p>\n\n\n\n The legislation\nwill aim to implement the recommendations of Dame Judith Hackitt, who reviewed\nthe building regulations post-Grenfell.<\/p>\n\n\n\n One of the\nrecommendations was that every building should have a designated \u2018dutyholder\u2019\nwhich would mean that housing associations would have new responsibilities for\nbuilding safety. <\/p>\n\n\n\n This would\nmean appointing competent people to construct, manage, operate and maintain\nhigh-risk residential buildings which would run through the entire life-cycle of\nthat building. The dutyholder would be then fully responsible and accountable\nand therefore would need to make sure that all people that are designing,\nbuilding, maintaining and operating the buildings are competent. <\/p>\n\n\n\n The\nlegislation would look to create a \u201ctougher regulatory framework\u201d and look at\nways to ensure that those responsible for risks, understand and take ownership\nand to take measures to manage and mitigate them.
